에너지 역시 다국적 기업들의 베트남 투자로 지속적으로 수요가 늘어나고 있는 만큼 친환경에너지 발전, 스마트그리드 분야를 중심으로 한국과 베트남간의 협력을 모색해야 할 것이다. 마지막으로 K-pop, 드라마, 예능 등 한류를 중심으로 한 한국과 베트남 간의 문화적 우호증진은 장기적인 관점에서 한국과 베트남이 협력할 분야로 주목해야 할 것이다. 한편, 한국과 베트남의 미래 협력방안을 모색함과 동시에 양국의 발전을 저해하는 요인들에 대한 분석과 면밀한 모니터링도 필요하다. 특히, 전세계적인 對베트남의 투자증가와 베트남의 무역규모 증가에 따라 주요국들의 對베트남 반덤핑 및 상계조사가 증가하고 있으며, 미국, EU의 중국산의 베트남 우회수출 조사 역시 증가하는 등 베트남을 둘러싼 통상환경이 악화되고 있다. 또한 베트남으로의 FDI 증가는 산업단지 등의 임대료 상승과 인건비 상승으로 이어져 기업들의 부담요인으로 작용하고 있으며, 숙련 노동력의 부족은 현지 기업활동의 어려움으로 작용하고 있다. 더불어 복잡한 청산·파산의 절차와 엄격한 이전가격세제는 우리 기업들에게 비용부담을 가중시킬 뿐만 아니라 불확실성과 사업리스크 증가 요인으로 지목되고 있다.

이는 한국과 베트남 간의 문제라기보다는 베트남 제조업의 고질적인 문제점이다. 베트남 정부도 지원산업(supporting industry)을 육성하려 다양한 노력을 펼치고 있는 가운데, 베트남로컬기업이 한국계 기업의 생산 네트워크에 참여할 수 있도록 기술이전과 관리역량 강화활동을 전개하는 일부 한국계 대기업이 눈에 띈다. 2014년 이후 한국은 베트남에서 가장 큰 직접투자국 지위를 유지하고 있다. 최근 인프라 건설을 중심으로 일본의 투자가 급증하는 가운데 제조업을 중심으로 한 한국 기업들의 대베트남 투자는 의미가 있다. 베트남 정부가 발표한 2045년까지의 장기발전계획에 따르면 매년 300억 달러 이상의 FDI를 유치해야 한다. 이는 베트남이 더욱 개방적인 시장이 될 것임을 시사하는 것으로, 한국 기업에 새로운 기회가 될 수 있다.

베트남에서 한류는 1990년대 말부터 텔레비전 드라마로부터 시작되어 영화, 음악 등으로 확산되었으며, 이에 따라 양국 문화 교류가 확대되어 상호 이해를 심화하였다. 한편으로 기업인들은 ‘경제 한류’를 부르짖으며 한류의 확산에 따른 경제적 이익을 추구하기도 하였다. 이와 더불어 화장품, 의상, 식품 등 한국 상품의 소비가 증가했고, 한국음식점이 많아졌다. 2000년대 중반을 지나며 한류의 중심은 한국 대중음악(K-Pop)으로 옮겨간 듯하다. 2010년 전후 K-Pop은 베트남 내 한류의 주요 부문으로 자리 잡았으며, 최근에는 K-Pop에 대한 열기가 TV 드라마의 인기를 넘어섰다고 판단된다. 반면에 베트남의 TV 드라마는 한국에 거의 소개되지 않았다. 베트남 감독들이 제작한 영화는 한국에서 개최되는 부산국제영화제, 전주국제영화제 등에 꾸준히 출품되고 있지만, 그 수는 제한적이다. 한편 한국 문학의 베트남어 번역 출판은 1992년 수교 이후 시작되었다. 양국 수교 직후부터 2010년까지 대체로 한국 고전문학이나 근대문학 작품이 베트남어로 번역 출판되었다. 2010년 이후에는 베트남 내 출판사들이 자체적으로 한국 현대문학 작품을 선정하여 번역 출판하는 사례가 늘고 있다.

However, since Vietnam joined the WTO in 2007, cooperation between the two countries has been mainly led by the economic sector. As economic cooperation strengthened, the two countries fell into the illusion that they knew each other well. Delusions often lead to unnecessary misunderstandings.

The fact that Vietnam’s export intensity index to Korea is lower than that of Korea to Vietnam suggests that Vietnam has room to expand exports to Korea. We need to think about how Vietnam can expand exports to Korea. The expansion of exports of rice, coffee, tea, cashew nuts, and natural rubber to Korea simply based on comparative advantage will be effective in improving the trade imbalance between the two countries in the short term. However, if this trade structure is prolonged, Vietnam will remain a low-value-added primary product exporter.
Local governments in Korea are signing sisterhood and exchange agreements with Vietnamese local cities. Local government exchanges are mainly concentrated in the administrative, cultural arts, and economic sectors, while youth-private group exchanges need to be expanded. Exchanges and support between research institutes to foster technical manpower have been steadily conducted.

Over time, it was found that key words about cooperation accounted for more weight than conflict. In the case of social conflict between the two countries, keywords related to marriage migrant women, such as “international marriage, ” “domestic violence, ” “migrant women, ” “mother-in-law, ” “multicultural families, ” “marriage, ” “random assault, ” “women, ” and “communication, ” accounted for high weights and frequency. In the case of social sector cooperation, major institutions and persons who signed cooperation agreements between the two countries accounted for high weights and frequencies. Most of the keywords were classified into health, education, social security, environment, and biodiversity.
In addition, there is a lack of careful attention and understanding of each other. From this point of view, this study has selected cooperation and conflict cases between Vietnam and Korea, reviewed the context, and analyzed the causes. In particular, in order to find actions for a future-oriented cooperation between them, more attention was paid to conflict cases than cooperation ones. First of all, annual trend analysis was conducted with key words for cooperation and conflict between Korea and Vietnam.
KOICA’s Vietnam-Korea Vocational College of Technology in Bac Giang project (2010-2014), Vietnam-Korea Industrial Technology Vocational College support project (2014-2019), and VKIST establishment project (2014-2020) are representative. Despite the achievements of social sector cooperation as described above, there is a critical view that unbalanced cooperation has been carried out. Due to the importance of the economic sector, the demand for cooperation in the social and cultural sectors was overlooked.
